GAME PLAN

Eight years ago, Arizona voters narrowly approved a referendum that established a public and private partnership to fund a multi-use sports stadium. The intent was to keep the Arizona Cardinals professional football team from moving, attract major college bowl games and lure the Super Bowl. By 2003, Glendale, Ariz., had been selected as the home of the new stadium. A year later, and two years before construction was completed, Glendale landed the 2008 Super Bowl.
