Cooperative communications

Seven years ago, the Baltimore City Fire Department met with Mayor Kurt L. Schmoke to make the case for a new communications system. The department needed one badly. The system we were using was 17 years old. It had served the department reasonably well - longer than we had anticipated, in fact - yet there were clear signs we needed to make a transition and we needed to make it soon.
