Fire Chiefs on the Move

The Providence Journal reports that 19-year Somerset, R.I., Fire Chief Stephen J. Rivard plans to retire in January due to unspecified health reasons. Rivard has been on sick leave for two months; he has asked to continue as director of the emergency management agency. Rivard joined the department in 1977 and was named chief in 1988; he was 33 years old. Dana Hilliard is serving as acting fire chief. Robert Howe was named director of the Pawtucket (R.I.)
